Kim says United States should know North Korean nuclear force a reality

South Korea on Tuesday offered talks with North Korea amid a standoff over its weapons programmes, a day after North Korean leader Kim Jong Un said he was open to negotiations but that his country would push ahead with "mass producing" nuclear warheads.

Tension has been rising between the United States and North Korea in recent months.

Should the talks be held on January 9, it would be the first such dialogue since a vice-ministerial meeting in December 2015.

"I view chairman Kim Jong-un's remarks about sending a North Korean delegation to the PyeongChang Olympics and holding government-level dialogue as a response to our proposal to turn the PyeongChang Olympic Games into a groundbreaking chance to improve South-North relations and establish peace", the president said, according to Cheong Wa Dae pool reports. But he also struck a conciliatory tone in his New Year's address, wishing success for the Winter Olympics set to begin in the South in February and suggesting the North may send a delegation to participate.

Calif. officer killed, another injured in Christmas Eve crash
CHP officer Andrew Camilleri, 33, was stopped in a marked vehicle near Winton Avenue on-ramp to Interstate 880 at about 11:32 p.m. California Governor Jerry Brown issued a statement on the officers death Monday morning.

Moon's office didn't immediately respond to a request for comment. "Those who have been our friends for many years ask questions about our commitments to them.and our enemies, those that would do us ill, seem to be able to take advantage of the uncertainty".

Kim also emphasized that "the nuclear button is always on my desk", which he said is "not blackmail but reality".

While this is the first time Kim Jong-un has alluded to having a physical means of launching his country's nuclear weapons in his office - most likely to predetermined targets in the Northeast Asia and the continental United States - the fundamental nuclear command-and-control message from North Korea remains unchanged since 2013. "We need to mass-produce nuclear warheads and ballistic missiles and accelerate their deployment".

After the United Nations council passed the resolution, drafted by the U.S., Trump tweeted, "The World wants Peace, not Death!"

"Officials from the two Koreas may urgently meet to discuss the possibility", Kim said.
