South Africa loses bid to host 2023 Rugby World Cup to France

"The ability to submit clarification requests following the publication of the recommendation and comprehensive report on 31 October was agreed and permitted within the host selection process operated by World Rugby".

The decision means France will host the World Cup one year before its capital city Paris stages the 2024 Olympic and Paralympic Games.

They led after the first round by receiving 18 votes to South Africa's 13, with Ireland eliminated after receiving eight.

Browne, who wrote a frank letter to World Rugby CEO Brett Gosper this week outlining Irish concerns over the report that placed 1995 hosts South Africa ahead of France with the Irish in third, added the team would battle to the end until the first round of voting at around in London on Wednesday.

The French duly won 24 votes from 39 in the second round.

"It would have been a huge honour and privilege for the people of Ireland to host the world for a few special weeks and for us to represent them".

World Rugby had hit back at the criticisms of their process, labelling it inaccurate.

"We are disappointed today but we can look back with pride at the significant time and collaborative effort which had been put into our bid and which proved that Ireland has the credentials to host a Rugby World Cup". We wish them every success as they turn their attention to delivering an outstanding tournament.

"We produced a compelling bid document that earned the unanimous recommendation of the Rugby World Cup board".
