After sanctions, Tillerson may find Russian Federation talks an uphill climb

Russian Federation will speed up work on reducing its dependence on US payment systems and the dollar as a settling currency in response to USA sanctions, Deputy Foreign Minister Sergei Ryabkov said on Monday.

As Russian Foreign Ministry reports, during their meeting Lavrov and Tillerson discussed the situation concerning Russian-US relations, with Mr Lavrov noting that the US decision to impose new sanctions on Russia is the latest in a series of unfriendly steps that could jeopardise worldwide stability and deals a powerful blow to prospects for bilateral cooperation.

The Trump administration has been seeking closer ties to Russian Federation, especially on fighting ISIS and pressuring North Korea.

"We felt the readiness of our United States colleagues to continue dialogue".

Japan's foreign minister said "heated discussions" took place about North Korea's missile tests and South China Sea disputes at a security forum on Monday, and most countries believed United Nations sanctions on Pyongyang should be fully implemented.

The sanctions resolution, which China and Russian Federation voted for, was the seventh the Security Council has imposed on North Korea since 2006, when the country carried out its first nuclear test.

Tillerson said he had also warned Lavrov that Washington was deciding on a response to the Kremlin's move. "The U.S. will not rest until it has achieved a total degradation in relations", he tweeted.

In the meantime, officials urge people to take the following precautions to protect themselves from mosquito bites. Residents are also advised to report to the health department dead birds and places where there is standing water.

Asked how the USA can support the Philippine government in its fight against ISIS without endorsing human rights abuses in President Rodrigo Duterte's bloody crackdown on drugs, Tillerson said there was no conflict.

US Congress and a special prosecutor are investigating allegations that Russians managed to tip the results of the historic vote a year ago in US President Donald Trump's favour.

That's not clear. New US sanctions over the past week, and retaliatory measures from Russian Federation are looming large, and seem to still be driving the relationship to new lows, irrespective of anything that the face-to-face talks involve.

Tillerson said that he had tried to help Lavrov understand "just how serious this incident had been".

US intelligence agencies have said Russian Federation interfered in last year's election to damage Democrat candidate Hillary Clinton. In a swift response to the sanctions, the Russian government has ordered Washington reduce to seven hundred and fifty-five its more than one thousand consulate staffers in the country.

Moscow vehemently denies any efforts to influence the USA election, and retaliatory sanctions passed by Congress last month - against President Trump's wishes - have sparked a tit-for-tat. The House of the Representatives and the US Congress legislated the sanctions law which was signed by President Donald Trump.

"Lavrov urged all parties involved to show maximum restraint in order to avoid the implementation of negative military scenarios on the Korean Peninsula and immediately start looking for a politico-diplomatic settlement through a comprehensive solution of the problems of the peninsula, including its denuclearisation", the ministry said.
