John Kelly is a battle-hardened commander who would bring a background of military discipline and order to President Donald Trump's roiling White House as the new chief of staff. "He must now quickly replace Secretary Kelly with someone experienced and measured who understands that homeland security is not a partisan issue".

The Obama White House didn't always appreciate it.

But perhaps that is not even what Trump, who seems to thrive on constant upheaval, wants.

Outgoing White House chief of staff Reince Priebus says that he formally resigned from his job after it became clear the president wanted to go in a different direction. A big piece of that will be addressing leaks and the president's portrayal in the media.

That this did not work well was evident, but to only blame them and Congressional Republicans, as Trump has done, is wrong. He defended the president's controversial travel ban from Muslim-majority countries and ramped up immigration arrests.

For one thing, Priebus was among the advisers who had to persuade Trump not to drop out of the presidential debates.

At a speech earlier in the day in Long Island, Trump praised Kelly at length for increasing border security. Also attending was Steve Bannon, Trump's chief strategist. So Trump continued to woo him. Such a definition of loyalty is ultimately impossible to reconcile with an administration governed by laws rather than personal bonds.

Kelly said he gets "occasional letters from Gold Star families who are asking, 'Was it worth it?' And I always go back with this: It doesn't matter".
