Tobacco stocks hit by U.S. plan to cut nicotine levels in cigarettes

Kenneth Warner, a retired University of MI public health professor who is a leading authority on smoking and health, said he was pleasantly surprised to learn of the FDA announcement. "It's taken a little while, but it seems the FDA is beginning to realize something the scientific community woke up to years ago: policies aimed at destroying the e-cigarette market actually would result in the unintended effect of more smokers sticking with traditional combustible cigarettes".

In a report issued Friday morning, the FDA said it plans "to begin a public dialogue about lowering nicotine levels in combustible cigarettes to non-addictive levels".

"We think today's announcement is an important evolution in the Agency's approach to regulating tobacco products and a meaningful step forward in developing a comprehensive regulatory policy that acknowledges the continuum of risk". The rules forced manufactures to put health warnings on product packaging and on advertisements, and prohibited sales to anyone under the age of 18.

Gottlieb also announced plans to delay for a few years a requirement that makers of cigars and e-cigarettes get agency approval for any products marketed after February 2007, according to the Washington Post.

The FDA said that tobacco use remains the leading cause of preventable disease and death in America, causing more than 480,000 deaths every single year.

HTC VR Headset For China Needs No PC Or Smartphone
Since then, an increasing number of companies are working towards making their devices compatible with Virtual Reality or VR. It appears like HTC and Qualcomm's upcoming stand-alone headset will fall in direct competition with Google's Daydream VR.

The FDA's shift comes as the agency considers whether to approve new marketing claims for new heat-not-burn devices, smokeless tobacco and other products.

In a statement, the regulator said it was aiming to create...

He also stressed the need to properly regulate products like electronic cigarettes, which can deliver nicotine without the harmful compounds found in tobacco smoke.

USA smoking rates have been falling for decades. This costly process would, in practice, have resulted in the near complete elimination of harm-reduction tools like e-cigarettes from the market.

Altria Group, which sells Marlboro and other cigarettes in the US, said it would be "fully engaged" in FDA's rule-making process.
