As announced in 2016, the Department's policy would have required individuals to complete any medical treatment that their doctor had determined was necessary in connection with their gender transition, and to be "stable in their preferred gender" for 18 months, as certified by their doctor, before entering the military.

But Mattis called Hartzler on Thursday to urge her to withdraw the amendment from the defense bill, two senior congressional sources told CNN.

Had the amendment passed, it would have restricted funds available to the Department of Defense to go toward transition-related health care affecting thousands of transgender members of the armed forces and military families.

Last month, Mattis - a former four-star Marine Corps general whose political philosophy remains ambiguous - postponed a decision made by his predecessor, Ash Carter, to end the ban on transgender people serving openly in the military.

LGBT groups also condemned Hartzler for calling transgender service members a "domestic threat" in an interview with the conservative Family Research Council.

"The Hartzler Amendment is specifically created to discriminate against transgender members of the Armed Forces and their families", Ian Thompson, legislative representative for the ACLU, stated. Following official ratification of the leadership's decision by the House Rules Committee later tonight, the amendment will head to the House floor.

The Rules Committee approved her amendment 10-2 along party lines, with Democratic Reps.

The amendment would have prohibited the Pentagon from paying for gender transition treatments like hormone therapy.

The RAND study estimates that 30 to 140 people would seek new hormone treatment each year, while 25 to 130 would seek gender transition-related surgeries.
