The first step to take in ensuring the safety and signaling an intention to protect civilians in or returning to Mosul is for Iraqi authorities and coalition members to publicly acknowledge the deaths, injuries and suffering inflicted on civilians by the military operation in west Mosul, and to take serious steps to provide victims and their families with prompt and full reparations.

Amnesty International on Tuesday said tactics used by Iraqi forces and their US -led coalition allies in the battle for Mosul violated international humanitarian law and might amount to war crimes.

The coalition said in a statement Iraqi forces were in "firm control" of Mosul, but some areas still needed to be cleared of explosive devices and possible ISIL fighters in hiding.

The report said some cases appeared to have constituted disproportionate attacks.

Still, he was pleased to hear that the leaders of the Iraqi Security Forces were only willing to accept unconditional surrender.

Missiles, rockets, cannon shells and machine gun ammunition were also fired from attack helicopters, alongside mortars fired from the ground.
