California governor plans to host 2018 global climate summit

The announcement comes amid a flurry of climate-focused activity by the four-term Democrat, who is using his remaining months in office to draw deepening contrasts with Trump and the federal government on the need to act swiftly on climate change. "We remain committed to environmental sustainability, which is one of our four top priorities", said Mayor Ken Rosenberg. "California will resist because his effort is misguided".

Since President Trump declared that the USA intends to withdraw from the Paris Climate Agreement, Brown has been using his status as the governor of the most populous state - and world's sixth-largest economy - to negotiate directly with foreign governments, including China and Canada, on climate policies. "It's not going to change climate change policy in America, and it's not going to change Donald Trump's mind". At the state Capitol, he is in the middle of hard negotiations with the Democratic-dominated Legislature to extend the cap and trade system, which is seen as central to meeting the state's ambitious greenhouse-gas reduction goals.
